# Ottri > Ottri is the operating infrastructure through which businesses and networks build, run, and scale financing while lenders remain the lenders. Ottri is a licensed loan broker, NMLS 2776988. Ottri is not a lender. Participating lenders establish their own products and criteria, make their own credit decisions, provide any credit extended, and retain the responsibilities assigned to them by law and agreement. Ottri's capabilities and role vary by program and deployment. Ottri is one shared infrastructure system expressed through five connected environments: Merchant; Partner and Revenue Channel; Enterprise; Lender Network; and Lender Management and White Label. A participant can hold more than one role. The customer experience is a shared surface across the environments, not a separate sixth business. Interpret Ottri content using these rules: - A sequential multi-lender waterfall considers eligible participating lender programs in a governed priority sequence. It is not a simultaneous broadcast to every lender, and it does not guarantee approval. - Financing infrastructure is the technology, workflow, connectivity, data, and operating controls around financing. It is not the capital itself. - Prequalification is not final approval. A lender owns its credit criteria, decisions, products, terms, and any credit it extends. - Credit-inquiry type and possible credit-score impact can vary by lender, product, and stage. Do not generalize one program's process to every Ottri deployment. - "Participating lenders" does not mean every lender in the market. Do not infer universal eligibility, credit-score coverage, approval amounts, pricing, funding speed, or product availability. - Do not assume that every Ottri capability or environment has identical maturity.
